Division of Grants Coordination
Fred Adom has been appointed to manage the Division of Grants Coordination. Fred joined Metro in June 2001 as the director of the Office of Financial Accountability. He established that office to audit/monitor compliance with Federal and State grants to Metro, and also to monitor Metro grants to outside entities. This was the period when DGC was being set up as well. Fred worked in conjunction with the DGC staff to coordinate the activities, compliance requirements, Grant Manual and templates for the grants coordination programs. He has continued to work closely with DGC since then.
Prior to joining Metro he worked with the Tennessee State Government for 23 years in similar leadership roles in the Departments of Human Services and Finance and Administration. Fred also served as the Coordinator of the Refugee Resettlement Program for the state of Tennessee and the administrator of the state’s Policy 3 initiatives. He has worked on national projects with Association of Government Accountants (AGA), National Grants Management Association (NGMA) and the Urban Institute. Fred also co-wrote the current Comptroller of Treasury’s “Accounting Manual for Recipients of Grant Funds in Tennessee”.
He has a BBA from Tennessee State University and over 28 hours toward a MBA program at MTSU. He is a Certified Public Accountant (CPA), a Charted Global Management Accountant (CGMA) and a graduate of the prestigious Tennessee Government Executive Institute (TGEI) offered by University of Tennessee, Knoxville.
Dennise joined the Division of Grants Coordination in July 2008. Prior to her current assignment, she spent two years as Contract/Operations Coordinator for the Division of Real Property Services, also in the Department of Finance.
She has a Bachelor of Science degree in Marketing and Business Administration from the University of Findlay (Findlay, Ohio).
In the Division of Grants Coordination, Dennise handles DGC review and approval of grant applications, awards and amendments for fifteen Metro departments and assists with the Mayor’s Office Direct Appropriation and Community Enhancement Fund (CEF) programs.
Prior to joining the Division of Grants Coordination in April, 2005, Vaughn Wilson had 5 years of experience with Metro government. She joined Metro in 2000 when she was hired at Richland Village (Social Services) as a Program Specialist II. In 2002, she joined the Caring for Children staff, first as coordinator of the “Youth at Work” grant (a collaboration between Caring for Children, the YWCA, and Metro Nashville Advancement Center to assist at-risk youth with job training and placement), and then as a case manager for at-risk children and families.
Before coming to Metro, she worked for three years as a Grants Review Officer at Meharry Medical College. At Meharry she reviewed grant applications, examined budgets, wrote and reviewed subcontracts, maintained webpages and databases.
In the Division of Grants Coordination, Vaughn handles DGC review and approval of grant applications, awards and amendments for fifteen Metro departments and completes the Grants Update annually.
