Association of Government Accountants

The Association of Government Accountants (AGA) supports the careers and professional development of government finance professionals working in federal, state and local governments as well as the private sector and academia. Founded in 1950, AGA has a long history of being the thought leader for the government accountability profession. Through education, research, publications, certification and conferences, AGA reaches thousands of professionals and provides more than 100,000 continuing professional education (CPE) hours annually.

Government Accounting Standards Board

The mission of the Governmental Accounting Standards Board is to establish and improve standards of state and local governmental accounting and financial reporting that will result in useful information for users of financial reports and guide and educate the public, including issuers, auditors, and users of those financial reports.

Government Finance Officers Association

The purpose of the Government Finance Officers Association is to enhance and promote the professional management of governments for the public benefit by identifying and developing financial policies and practices and promoting them through education, training and leadership.

The Government Finance Officers Association (GFOA) recommends that program and service performance measures be developed and used as an important component of long term strategic planning and decision making which should be linked to governmental budgeting.

The Government Finance Officers Association (GFOA) recommends that governments consider budgeting for results and outcomes as a practical way to achieve the National Advisory Council on State and Local Budgeting’s objective of integrating performance into the budgetary process.

Service Efforts and Accomplishments Program

The mission of AGA's Certificate of Achievement in Service Efforts and Accomplishments (SEA) Report Review Program is to stimulate and help state and local governments prepare valuable and comprehensive SEA reports that inform the public, elected officials, and management about their government’s efficient and effective use of taxpayer dollars. To that end, the program reviews reports and provides recommendations to strengthen the reports ability to provide useful information and to recognize through an award structure, those governments that prepare exemplary reports.

Organizational dashboards provide a summarized snapshot of performance for the most important services that a city provides, so that these measures can easily and frequently be reviewed by city staff, Council and citizens. The Dashboard includes 21 of the most critical indicators for the City's success. Taken collectively, these indicators provide a tool for quickly assessing how well the City of Austin is performing in the areas of Public Safety, Community Services, Infrastructure Services, Utilities/Major Business Enterprises, and Economic and Financial Health.

State of Iowa Strategic Plans and Performance Measures

In the State of Iowa, each department sets performance goals and tracks progress by planning strategically and monitoring progress. Departments set goals and strategies for a 3-5 year period, aligns them with customer needs, and helps target scarce resources more effectively by clarifying desired results. When done well, strategic planning helps department leaders to organize, direct, and support strategies leading to results. With the plan, departments can better 1) make informed decisions, and 2) tell Iowans and other stakeholders what they have accomplished.
