The Procurement Division serves as the Central Contracting Office for the Metropolitan Government of Nashville and Davidson County. Established by the City Charter, this Division serves approximately 51 departments, agencies, commissions and boards. However, the Metropolitan Code of Law excludes Metro Schools (MNPS), Metro Transit (MTA), Airport Authority(MAA), Hospital Authority (MHA), and Housing Authority (MDHA).
The mission of the Procurement Division is to serve the citizens of Nashville by
- Providing efficient & responsive procurement service to Metro’s Departments and Agencies
- Being good stewards of the taxpayers’ trust by seeking the best value in all purchases
- Upholding the highest ethical and professional standards, ensuring fairness, equality and economic inclusion
The Division is comprised of three offices, the Capital Procurements Office, Operations Procurement Office, and Business Assistance Office. Overlap exists for all these offices but their titles generally describe their functions. All report to the Purchasing Agent who in turn reports to the Director of Finance.
Two Mayoral appointed boards govern much of the day-to-day aspects the Division. The Procurement Standards Board is empowered by the Metro Council to establish Procurement Regulations, which further define and provide guidance to the Division in complying with the Procurement Code. The Procurement Appeals Board hears appeals of the Purchasing Agent’s protest hearing determinations.
