After a comprehensive architectural survey in 1991, there was substantial evidence that water drainage, untreated steel supports and birds were becoming a problem with this historic site. In the 1920s, the Parthenon was constructed using a concrete decorative finish created by John J. Earley. Earley was a unique pioneer in concrete building. He was called the "Man Who Made Concrete Beautiful" because of his innovative technique of adding a color finish to normally dull concrete.
