Downtown Community Plan
About the Plan
The Downtown Community Plan is one of fourteen community plans which guide growth and development in Davidson County. Each of those plans is updated every seven to ten years, and amended as necessary; the Downtown plan was adopted in February 2007. It includes all amendments, appendices, and Detailed Neighborhood Design Plans.
On August 14, 2008, the Planning Commission approved a new land-use document, the Community Character Manual,which replaces the Land Use Policy Application. The CCM will be used as community plans and amendments are updated in Subarea 9.
The Downtown Code
The Downtown Code took effect February 10, 2010, and was amended May 26, 2011, May 21, 2012, and April 2, 2013. This document includes the sign standards posted below.
Downtown Code Sign Standards
The Planning Commission approved these standards on February 14, 2013, and the Metropolitan Council approved them on March 19; they took effect upon the adoption of a Council ordinance on April 2.

Gateway Urban Design Overlay
The Planning Commission adopted the Gateway Urban Design Overlay in June, 2006. An Urban Design Overlay, or UDO, is a zoning tool which requires specific design standards for development in a designated area. A UDO is used to either protect the per-existing character of the area or to create a character that would not otherwise be ensured by the current development standards in the base zoning district. UDOs overlay the current base zoning and allow for development standards above and beyond those in the base zoning.
