21st Avenue Roadscape Improvement Project
Phase 1 Construction
Status: Completed October 31, 2012
Construction of long–awaited landscaping and sidewalk improvements within Hillsboro Village is substantially complete. In Phase 1 of the project, a 4–foot wide strip along the back of the curb was improved with a combination of brick–sized pavers and expanded planting spaces beneath the existing trees. Some areas of damaged brick outside the 4–foot area were also repaired, and bollard–style bicycle racks were installed during this phase.
K–Barr Group, LLC was the contractor for this project. Construction was substantially completed in mid–August 2012, with final touches and cleanup continuing into the fall months.
During the construction, the project team met frequently with area merchants to address any issues or concerns that might affect access and customer service. Once underway, the contractor moved quickly block–by–block to minimize inconvenience to the public.
21st Avenue Roadscapes Master Plan
During 2010-11, Metro Public Works consultant Hawkins Partners, Inc. developed a master plan for landscaping improvements within Hillsboro Village, at the intersection of Magnolia Boulevard and 21st Avenue South, and the right-of-way in front of St. Bernard Park. Community meetings were held in July and August of 2010 to present design concepts and solicit public input.
An update meeting to present specific plans for Phase 1 of the project was held on April 17, 2011. Phase 1 focused on the 21st Avenue South roadscape improvements in Hillsboro Village. Following that meeting, project team members finalized the design phase, prepared construction drawings, and obtained competitive bids for construction.
*The project schedule shown in this presentation has changed since the meeting took place. Construction began on May 14, 2012 and was substantially completed by mid–August 2012.
Additional Project Phases
The Phase 1 construction was funded in part by a Federal Transportation Enhancement Grant, with matching Metro funds. Additional phases of the Master Plan are not funded at this time.

CDM Smith, Inc.
CDM Smith (formerly Wilbur Smith Associates) is an internationally recognized engineering firm with offices around the world. Its office located in Franklin, TN, will be responsible for the construction engineering inspection services (CEI) for the project.
K-Barr Group, LLC
K-Barr Group, LLC is a local general contractor and construction management firm located in Donelson, Tennessee. The firm's most recent government project is the North Gulch Area Improvement Streetscape.
