How are the penalties assessed for Early Service Pensions?

Under Division B, Early Service Pension penalties are assessed at 4% per year for each of the first five years and 8% per year for each year over five that you retire early.  The maximum reduction is 60%, and this penalty will be assessed for the lifetime of the pension.
