L. Cobb
Terrence L. Cobb, graduate of Tennessee Tech University, B.S. Degree in Business Management; lifelong resident of Nashville, Tennessee; Director of Department of Codes & Building Safety since 1990; formerly engaged in residential construction and development as a Licensed General Contractor, also real estate investments, property management, sales and marketing.
Terry serves as the "Building Official" for Metropolitan Nashville and Davidson County and is certified by the Council of American Building Officials as a Certified Building Official (CBO).
Named "Building Official of the Year" in 1995 by the Tennessee
Building Officials Association (TBOA). Named "Local Government
Official of the Year" in 1994 by the National Association of
Home Builders of the U.S. Elected President of TBOA for 1997.
Elected to serve on the Board of Directors of the Southern
Building Code Congress International, Inc. in 2001 and elected
to the Board of Directors of the International Code Council,
Inc. in 2002.
In 2010, Terry was recognized by the International Code Council at their annual convention and awarded the organization’s highest award, the Bobby J. Fowler Award, named after the ICC’s first Chairman. The ICC’s Fowler Award is given annual to an individual whose contributions to the building safety and fire prevention industry advance the International Code Council’s goals in achieving a safer and sustainable built environment. Emphasis is placed on the recipient’s focus beyond local or regional concerns to issues and activities that span the globe.

Assistant Director — Manley
Biggers
Manley Biggers,
P.E., joined the Codes Department as a building inspector
in 1983. Soon his training and years of experience as an
engineer were appropriated to a shorthanded Plans Review
Division. He never returned to the field as an inspector.
His degree in business is from the University
of Mississippi, and his Civil Engineering degree is from Mississippi
State University. He is a Registered Professional Engineer
(Structural) in the States of Tennessee and Mississippi.
Manley supervises all Construction Inspection Divisions, Plans
Examinations, and Use and Occupancy Certificates.

L. Jones
Roy L. Jones ,
is responsible for supervising day-to-day administrative functions
of the Codes Department - personnel, budgets, purchasing, property,
and supervises contractor licensing on behalf of various affiliated
boards.
Roy is a Certified Public Accountant with experience in the
accounting and construction fields.
He attended Tennessee Technological University, graduating
with a B.S. degree in accounting and business management. After
passing the CPA examination, he worked in public accounting
for approximately ten years. Roy then attended the Nashville
School of Law, graduating with a J.D. degree. He also has a
masters in Public Administration

Director — Bill Penn
William H. (Bill) Penn, Jr. is the Assistant Director of the Property Standards Division. Bill supervises the Property Standards inspection staff and is the program manager for the NOTICE program, a community support program designed to provide direct involvement of citizens in the code enforcement process.
Bill holds a Masters degree in Public Administration from the University of Tennessee in Chattanooga, and is a former Army Field Artillery Officer. Prior to coming to Nashville, he was the Assistant Administrator of the Neighborhood Services Department in Chattanooga where he served as the manager of the Code Enforcement division.

Property Standards Division - 862-6590
The Property Standards Division is responsible for the enforcement of the Metro Zoning Ordinance in connection with Metro building permits and associated Use and Occupancy (U & O) Certificates. The Property Standards Division also enforces the Metro Sign Ordinance. They further investigate Zoning Code violations, and have been assigned responsibility for handling abandoned vehicles on public streets.

Hill
Wade F. Hill, A.I.A.,
is a graduate of University of Tennessee School of Architecture
1976; Tennessee Licensed Architect 1979; and Plans Examination
Chief since 2001.
Prior to joining the Department of Codes & Building Safety Wade operated a small architectural firm emphasizing rehabilitation of existing buildings most notably “Washington Square” on Second Ave. and “Capitol Blvd Building” in downtown Nashville.
Wade serves as “Plans Examination Chief”, is a member of the American Institute of Architects, is certified by the International Code Council, Inc. as a Building Code Official (BCO), and has been elected to the National Standards Committee of the SBCCI.
Wade supervises the Plan Review Section of Codes, is a member of the “Rehab Committee”, represents the Codes Department during the Building/Fire/Mechanical/Electrical/Plumbing Appeals Board meetings, and is responsible for continuing education for the Codes Department.
