Neighbors Organized To Initiate Code Enforcement
Is there a property in your neighborhood with junk and debris in the yard? What about cars parked on the grass? Are there inoperable or unlicensed vehicles parked in the driveway? What about properties with high grass and weeds? Is there graffiti? Are there structures that are dilapidated? Are automobiles being repaired on the property? If any of these conditions exist in your neighborhood, the property Standards Division of the Department of Codes & Building Safety needs your help to improve these conditions and to help educate our neighbors on the proper maintenance and use of their property.

NOTICE (Neighbors Organized To Initiate Code Enforcement) is a community support program designed to help citizens identify and report codes violations in their neighborhoods. The NOTICE program empowers citizens by allowing them to participate directly in the enforcement process. This gives neighbors the ability to help improve and maintain their neighborhood. This collaboration between citizens and the Property Standards Division helps the department by increasing its ability to identify and reduce the number of blighted properties in the community and it also helps to improve property values of the surrounding area.

The program is based on the formation of Volunteer Inspection Teams. These teams will receive training on the inspection process and will be given special Inspection Worksheets to use for reporting violations.
Program Objectives
- Clean up of the exterior of residential or commercial buildings, grounds, and vacant lots;
- Instill a sense of community pride;
- Help stem further blight of the neighborhood; and
- Foster community involvement in the upkeep of the neighborhood and our city.
Get Involved

A good inspection program is an administrative tool used to enforce public policy. It is essential for public safety and consumer protection. Often, our neighbors simply do not realize they are breaking the rules. The goal of Codes Enforcement is not to exercise police like powers, but rather to use sound judgment and work cooperatively towards assisting the public. This can only be accomplished by establishing a good working relationship with all members of our community.
The first step to participating in the NOTICE program is for you to contact your neighborhood association. The program is only open to neighborhood groups/associations. Neighborhoods wishing to participate should identify five to ten group members who will form their Volunteer Inspection Team (VIT). The group should then submit the "Notice Program Application" (click on the link below) to the Property Standards division. After review of the application, we will make arrangements for the VIT to receive training.
