Richard joined Metro in May 1996 with experience in the fields of civil and environmental engineering. Previous responsibilities included project planning, design, and construction management & administration. Richard managed the Nashville office for the consulting firm that designed both of Metro’s water treatment plants.
Mr. Duncan graduated magna cum laude from Vanderbilt University with a B.E. degree in civil engineering. He received an M.S. degree in environmental engineering from Vanderbilt in 1973. A registered Professional Engineer and a Land Surveyor (retired) in Tennessee. Richard is a member of the NIGP, NSPE, American Water Works Association and Tau Beta Pi.
