One green square with white icon indicating cognitive impairment.On July 26, 1990, President George Bush signed into law the Americans with Disabilities Act (ADA). This significant legislation extends civil rights protections to an estimated 49 million Americans with disabilities in much the same way that individuals are protected on the basis of race, color, sex, national origin, and religion. The ADA makes it illegal to discriminate on the basis of disability in the areas of employment, public service, public accommodation, transportation, and telecommunication. In January 2000, the Metropolitan Government of Nashville and Davidson County voluntarily contacted the United States Department of Justice to discuss its plans for achieving compliance with Title II of the ADA. A formal agreement was reached between the two parties in July of 2000.

To date, Metro has made substantial progress in the implementation of this agreement. The following are highlights of what is being completed:

  • Mayor Bill Purcell appointed an ADA Title II Coordinator responsible for the programs, services, activities, and facilities compliance for Metro Government.
  • Coordinators have been selected to represent their individual departments and schools.
  • A formal public notice has been adopted and published.
  • A formal grievance procedure has been adopted for resolving ADA complaints.
  • A self-evaluation has been started on all Metro programs, services and activities.
  • An architectural survey of all Metro facilities is being completed to support the development of a transition plan for structural changes to be completed by December 2002.
  • Administration recognized the need for a coordinated, centralized response to ADA compliance and created the ADA Compliance Division of the Finance Department

Additional requirements of the agreement continue to be addressed by all departments of Metro Government, including structured procedures for the review and construction of facilities, parks, playgrounds greenways, as well as projects completed in the right-of-way.
