Meet Our Staff

Kelvin Jones
Kelvin D. Jones, III, Executive Director of the Metro Human Relations Commission (since April of 2004)
He is a native of Huntsville, Alabama, and earned his baccalaureate degree from Howard University (Washington, D.C.) and his Juris Doctorate degree from the University of Alabama. During his tenure in Metro government, Mr. Jones has served as Special Assistant for Legal Affairs to Mayor Bill Purcell, Deputy Director of the Mayor’s Office of Economic and Community Development and Director of the Metro Transportation Licensing Commission.

Leoncio Dominguez
Leoncio Dominguez, Program Coordinator
Mr. Dominguez lived his childhood years in the country of Mexico and he received a tennis scholarship to attend Harding University (Searcy, AR), where he earned a B.B.A. in Marketing.  He worked in Market Research in Princeton, NJ.  He then earned a Masters of Divinity from Harding Graduate School of Religion in Memphis, Tennessee.  Leoncio is a Listed Rule 31 Civil and Family Mediator in Tennessee, is widely involved with different community organizations in Nashville, and is a former Statistical Research Specialist with the TN Department of Economic and Community Development.

Shirley Sims-Saldana
Shirley Sims-Saldana, Compliance Services Manager
A native of Philadelphia, Pennsylvania, Shirley Sims-Saldana earned her baccalaureate degree in Psychology from Converse College (Spartanburg, SC). She is a trained mediator and a facilitator for national and international dialogues on race relations. Her experience in building inter-ethnic and intra-ethnic coalitions has included work with The White House Race Initiative, The U.S. Justice Department, UNESCO (United Nations Educational, Scientific and Cultural Organization), and several national foundations. She is an experienced strategic planner and has developed programming initiatives for non-profit and for-profit organizations.

Denise Hopgood
Denise Bowers Hopgood

Denise Bowers Hopgood is a native of Milwaukee, Wisconsin, where she earned her baccalaureate from Concordia University and her MBA from Cardinal Stritch University.  Denise gained her experience in Title VI and Title VII Employment law while working in the Office of Diversity, investigating employment discrimination complaints for the City of Milwaukee.  Denise has been trained as a Rule 31 mediator.
