ORDINANCE NO. BL2008-248
An ordinance requiring that all Metropolitan Government departments submit an annual report to the Council regarding actions taken to reduce paper consumption and postage expenses.
WHEREAS, the various Metropolitan Government departments collectively use cases of paper each and every day in the performance of their operations; and
WHEREAS, the Fiscal Year 2009 operating budget proposed by the Mayor and adopted by the Council includes a reduction of $14,537,800 in the appropriation from the general fund of the GSD compared to the Fiscal Year 2008 budget; and
WHEREAS, included as part of the Fiscal Year 2009 budget are government-wide postage costs in excess of $3 million; and
WHEREAS, the citizens of Nashville and Davidson County are increasingly mindful of the use of taxpayer dollars, and want to ensure that the government operates in the most cost-effective and efficient manner possible; and
WHEREAS, in addition to the high cost of paper, printing and postage, the unnecessary use of paper wastes resources and negatively impacts our environment; and
WHEREAS, as stewards of this city's financial resources, as well as advocates for sound environmental policies, the Metropolitan Council desires for all Metropolitan Government departments to report their plan of action for reducing paper consumption and postage on an annual basis.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That all departments of the Metropolitan Government shall submit an annual written report to the Metropolitan Council not later than September 30 of each year describing the actions taken by the department to reduce paper consumption and postage expenses.
Section 2. The Metropolitan Clerk is directed to send a copy of this Ordinance to each department head of the Metropolitan Government.
Section 3. This Ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
