ORDINANCE NO. BL2016-529
An ordinance approving the removal plan for certain buildings and structures on The Fairgrounds Nashville property (Proposal No. 2017M-003PR-001).
WHEREAS, upon the recommendation of Mayor Megan Barry as part of the Fiscal Year 2016-2017 Capital Spending Plan, the Metropolitan Council has authorized the allocation of $12 million in capital funds to renovate and upgrade facilities at The Fairgrounds Nashville, representing the most significant investment in the Fairgrounds by the Metropolitan Government in many years; and,
WHEREAS, the plans for renovations are based on the study and recommendations of a review team led by the College of Engineering at Tennessee State University, and Commonwealth Development Group, Inc.; and,
WHEREAS, the study and recommendations determined that there are buildings and structures on The Fairgrounds Nashville property that are unfit for use or occupancy; and,
WHEREAS, these buildings and structures pose a health and safety risk and are in a state of deterioration far beyond repair or restoration; and,
WHEREAS, Section 11.602 of the Metropolitan Charter provides that no demolition of the Fairgrounds premises shall be allowed to occur without approval by ordinance of the Metropolitan Council receiving twenty-seven (27) affirmative votes; and,
WHEREAS, it is in the best interest of Metropolitan Government that these buildings and structures be removed, and that the removal plan prepared by Commonwealth Development Group, Inc., attached hereto, be approved.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1: The removal plan developed by Commonwealth Development Group, Inc., attached hereto and incorporated herein, and the removal of buildings and structures as identified within the plan, are hereby approved.
Section 2. This ordinance shall take effect from and after its final passage, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
