SUBSTITUTE RESOLUTION NO. SR98-1391
A substitute resolution authorizing the Vice-Mayor to appoint an Advisory Committee on Bicycling, Pedestrian, and Traffic Calming Issues.
WHEREAS, the Traffic and Pedestrian Safety Task Force (TAPS) was established in 1996 by Metro Council Resolution to develop and submit to the Council legislation that would decrease traffic congestion and promote traffic and pedestrian safety; and
WHEREAS, the TAPS Task Force filed a final report in August 1998 which included a series of recommendations, including the creation of a Bicycle, Pedestrian, and Traffic Calming Committee; and
WHEREAS, it is fitting and proper that an Advisory Committee on Bicycling, Pedestrian, and Traffic Calming Issues should be created to advise the Council and related Metropolitan Government boards and commissions on issues relating to bicycling and pedestrian improvements and traffic calming issues within the area of the Metropolitan Government; and
NOW, THEREFORE, BE IT RESOLVED BY THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
SECTION 1. The Vice-Mayor is hereby authorized to appoint an Advisory Committee on Bicycling, Pedestrian, and Traffic Calming Issues that shall consist of not more than thirteen (13) members. Said members of the committee shall be residents or taxpayers of the Metropolitan Government. In appointing such committee, the Vice-Mayor shall include both persons who are experienced bicyclists, persons involved in pedestrian issues, and other persons involved in traffic and safety issues. No elected or appointed officials or employees of the Metropolitan Government shall serve on this committee. Terms for members of the committee shall be for two (2) years and said committee shall cease to exist two (2) years from the date of the adoption of this Resolution, unless extended by Resolution of the Metropolitan County Council.
SECTION 2. Said Advisory Committee shall undertake a study of the Metropolitan Code relative to current bicycle regulations, and advise the Metropolitan Council on revisions or modifications to enhance and promote safe bicycling within the area of the Metropolitan Government. Such Advisory Committee shall review and advise the Board of Parks and Recreation relative to its Open Space Plan which identifies generalized travel corridors for bicycling and to assist the Board of Parks and Recreation in developing bikeways within the area of the Metropolitan Government.
SECTION 3. The Advisory Committee shall further review and advise the Metropolitan Council and other related boards and commissions on recommended improvements for bicycling, pedestrian safety, and traffic calming issues as provided in the TAPS Task Force final report, and on such other issues as they be consistent with the final report relating to bicycling, pedestrian safety, and traffic calming that would decrease traffic congestion and promote traffic and pedestrian safety.
SECTION 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
