RESOLUTION NO. RS2001-807
A resolution honoring Cecil D. Branstetter, Sr.
WHEREAS, Cecil D. Branstetter, a native of Morgan County, Tennessee, attended Lincoln Memorial University from 1938 to 1940, studied law at Oxford University in Oxford, England, while serving in the United States Armed Forces during World War II, received a Bachelor of Arts degree from George Washington University, and earned his Doctor of Jurisprudence degree from Vanderbilt University; and
WHEREAS, Mr. Branstetter was a founding partner of the Nashville law firm of Branstetter, Kilgore, Stranch & Jennings, and has had a distinguished law career in Nashville and in the State of Tennessee; and
WHEREAS, Cecil D. Branstetter was appointed by Davidson County Judge Beverly Briley to the original Charter Commission which submitted to referendum the first attempt to consolidate Nashville and Davidson County into one government in June 1958; and
WHEREAS, Mr. Branstetter served on the second Commission which again submitted a Charter to referendum, which Charter was approved on June 28, 1962, resulting in the creation of the Metropolitan Government of Nashville and Davidson County on April 1, 1963; and
WHEREAS, Mr. Branstetter has served on the Charter Revision Commission since its adoption in 1962 until this year, and for many years has served as its Chairman; and
WHEREAS, Mr. Branstetter, through effective leadership and distinguished service, has been a defender of the Metropolitan Charter and consolidated government, which has been the cornerstone of public and private efforts, which has improved the quality of life and the economic growth in Davidson County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILE AND DAVIDSON COUNTY:
SECTION 1. That the Metropolitan County Council hereby goes on record as commending Cecil D. Branstetter, Sr., for his years of public service in the creation, improvement, and protection of the Charter of the Metropolitan Government for the common good of all residents of Davidson County.
SECTION 2. That the Metropolitan Council Office is hereby directed to prepare a printed scroll to be presented to Cecil D. Branstetter, Sr.
SECTION 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
