RESOLUTION NO. RS2006-1378
A resolution requesting the Metropolitan Police Department, the Department of Public Works and the Finance Department, Division of Purchasing, to prepare and execute a Request for Proposals for the use and service of a Red Light Camera Enforcement System.
WHEREAS, the running of red lights is the single most frequent cause of fatal crashes at signalized intersections; and
WHEREAS, red light violations are among the most common factors in fatalities, injuries and motor vehicle collisions in the United States; and
WHEREAS, traffic volume and safety considerations mean that law enforcement officers can only apprehend a fraction of the violators; and
WHEREAS, the reduction in crashes, deaths and injuries resulting from the implementation of new red light enforcement technology would provide a substantial savings to the community; and
WHEREAS, red light camera technology has proven to be an effective tool for changing behavior and leads to safer driving habits and saves lives.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That
the Metropolitan County Council hereby goes on record as requesting the Metropolitan
Police Department, the Department of Public Works and the Finance Department,
Division of Purchasing, to prepare and execute a Request for Proposals for the
use and service of a Red Light Camera Enforcement System.
Section 2. That this solicitation should request a system that combines vehicle detection technology and digital imaging technology with a complete program for supplying, installing and maintaining the cameras with a back office violation processing service able to review images, access motor vehicle registration data, perform final quality control, print and mail notices, monitor disposition of notices, collect fines and provide adjudication support and services. This system should be accessible on the Internet by any user with a personal computer, an Internet connection, a web browser and security authorization.
Section 3. The Metropolitan Clerk is directed to send a copy of this Resolution to Police Chief Ronal Serpas, to Purchasing Agent Jeff Gossage, and to Public Works Director Billy Lynch.
Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
