RESOLUTION NO. RS2006-1447
A resolution requesting the Metropolitan Department of Water and Sewerage Services to renegotiate the contracts with the other municipalities and utility districts receiving wastewater treatment services or water at a wholesale rate.
WHEREAS, as part of the operating budget for fiscal year 2007, Mayor Purcell and the Metropolitan Department of Water and Sewerage Services proposed certain revenue enhancement measures in lieu of proposing a general water rate increase; and
WHEREAS, on June 27, 2006, the Metropolitan Council enacted Ordinance No. BL2006-1095, which in part added a new "capacity charge" of $1,000 on all new single-family equivalent connections to the public water supply system, and increased the capacity charge on all new single-family equivalent connections to the public sewer system from $500 to $2,000 per connection; and
WHEREAS, the Metropolitan Department of Water and Sewerage Services contracts with various utility districts and municipalities to provide wastewater treatment services and/or water at a wholesale rate; and
WHEREAS, some of these contracts have been in place for many years with little or no modifications made since the contract was executed; and
WHEREAS, it is fitting and proper that these contracts with other municipalities and utility districts be renegotiated to generate additional revenue for the Department of Water and Sewerage Services so that rate payers within the area of the Metropolitan Government will not be forced to further subsidize these services.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Department of Water and Sewerage Services to renegotiate the contracts with the other municipalities and utility districts receiving wastewater treatment services or water at a wholesale rate.
Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Scott Potter, the Director of the Department of Water Services.
Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
