About MHZC
The Metropolitan Historic Zoning Commission (MHZC) is an architectural review board which reviews applications for work on properties that are within a Historic Overlay. Its nine volunteer members, appointed by the mayor and confirmed by Metro Council, include representatives from zoning districts, the Metropolitan Planning Commission, the Metropolitan Historical Commission; architect(s), and other citizens of Davidson County.
Because the MHZC is a quasi-judicial body they are not permitted to discuss specific cases outside of a public hearing. If you have questions or concerns, please contact our staff.

Staff
Sean Alexander is a Historic Preservationist 1 with the Metro Historic Zoning Commission. Prior to joining the MHZ staff in 2007, Sean worked for a CRM/Archaeology firm in Virginia and at the National Building Museum in Washington, DC. He holds an undergraduate degree from the University of Delaware and studied Historic Preservation at the University of Georgia.
Melissa Baldock is a Historic Preservationist 1 with the Metro Historic Zoning Commission. She has over ten years of experience working in the field of historic preservation. For several years, she worked in New York City for non-profit organizations that advocate for sound preservation and city planning policies. She also taught an historic preservation course at the State University of New York’s Fashion Institute of Technology, and has been a lecturer, tour guide, and panelist on a variety of topics related to historic preservation and architectural history. Baldock holds a Bachelor of Arts in Mathematics from New York University, and a Master of Science in Historic Preservation from Columbia University.
Fred Zahn is an Historic Preservationist 1 with the Metro Historic Zoning Commission. Prior to joining the MHZC staff in 2002, Fred worked professionally in the restoration/preservation field as both a project manager and senior restorer on projects ranging in scope from objects to structures. He holds an undergraduate degree from the University of Colorado in Boulder and a MFA from the University of Tennessee, Knoxville.
Robin Zeigler is the Historic Zoning Administrator with the Metropolitan Historic Zoning Commission. She has been a local preservation specialist for more than 8 years working as the Senior Historic Preservation Planner for the Planning Division of the Salt Lake City Corporation and the Preservation Planner for the City of Bowling Green in Kentucky. In addition she has taught historic preservation planning as an adjunct professor at Western Kentucky University. She is a board member of the National Alliance of Preservation Commissions. Zeigler holds a graduate degree from Middle Tennessee State University’s Public History Program.
