The Community Plans Division updates and amends Community Plans for the fourteen large planning communities within Nashville – Davidson County, and for neighborhoods, corridors, and other smaller study areas within those fourteen communities. Community planning in Nashville is undertaken through a collaborative process involving the Metro Planning department staff working with community stakeholders to develop the community and small area plans. This process seeks to balance the often competing needs of a wide variety of stakeholders to arrive at a common community vision and then to balance that vision with sound planning principles to develop plans that foster sustainable community development and preservation. To achieve sustainable development, the Planning Department seeks to:

  • Engage all stakeholders;
  • Balance economic, environmental and community needs;
  • Create development that is beneficial today and in the future; and
  • Consider regional impacts of growth and preservation.

The fourteen community plans are each updated every seven to ten years in a process that involves visioning, goal-setting, applying and tailoring "community character policies" that are used to guide the form and character of future development throughout the community, developing open space and multi-modal transportation plans, and establishing an implementation strategy.

Plans for smaller areas, generally referred to as "Detailed Design Plans," are typically undertaken for areas where development pressure or other indicators of impending or desired change are present. These plans are often requested by a District Councilmember and are developed in conjunction with one or more implementation actions, particularly zoning changes.
