21st Avenue Roadscape Improvement Project

Phase 1 construction planned soon
Construction of long-awaited landscaping and sidewalk improvements within Hillsboro Village is scheduled to start start in a few weeks. In Phase 1 of the project, a 4-foot wide strip along the back of the curb will be improved with a combination of brick-sized pavers and expanded planting spaces beneath the existing trees. Some areas of damaged brick outside the 4-foot area will also be repaired, and bollard-style bicycle racks will be installed during this phase.
The construction contract has been awarded to K-Barr Group, LLC. Once underway, construction should be completed by late Summer 2012.
During the construction, the project team will meet frequently with area merchants to address any issues or concerns that might affect access and customer service.
21st Avenue Roadscapes Master Plan
During 2010-11, Metro Public Works consultant Hawkins Partners, Inc. developed a master plan for landscaping improvements within Hillsboro Village, at the intersection of Magnolia Boulevard and 21st Avenue South, and the right-of-way in front of St. Bernard Park. Community meetings were held in July and August of 2010 to present design concepts and solicit public input.
An update meeting to present specific plans for Phase 1 of the project was held on April 17, 2011. Phase 1 focused on the 21st Avenue South roadscape improvements in Hillsboro Village. Following that meeting, project team members finalized the design phase, prepared construction drawings, and obtained competitive bids for construction.

The Phase 1 construction is funded in part by a Federal Transportation Enhancement Grant, with matching Metro funds. Additional phases of the Master Plan are not funded at this time.
