A requirement of the consent decree is for engagement of a public participation process led by a Citizens Advisory Committee. To begin the public participation process Metro Water Services selected a community advisory committee representing various constituents groups from Nashville neighborhood, business and environmental groups.

The public participation phase is divided up into three different stages:

  1. Education and History of CSOs and Consent Decree (Spring/Summer 2010)
  2. Presentation of Alternatives (Winter/Spring 2011)
  3. Presentation of the Final Long Term Control Plan (Summer 2011)

The Metro Water Services team and its Citizens Advisory Committee held a series of three meetings at East Library on February 18, 2010; Lentz Health Center on March 11, 2010, and Mt. Zion Baptist Church on March 23, 2010 to educate the community regarding Nashville's combined sewer system and Metro’s Long-Term Control Plan to minimize combined sewer overflows into the Cumberland.
