Jim is a graduate of the United States Naval Academy with a Bachelor of Science in Electrical Engineering. He served with distinction for 28 years as a Marine Corps Officer, retiring as a Colonel. He holds a Masters Degrees in International Public Policy from Johns Hopkins University and has an additional Masters from George Washington University in International Affairs.
Jim returned to his Nashville home after Marine Corps service and held senior leadership positions in healthcare facility development and international real estate management prior to joining the Department of Housing and Urban Development as the Director of the Nashville Multifamily Program Center in 2011. On December 2d, 2013, he was appointed the fifth Executive Director of Nashville’s Metropolitan Development and Housing Agency.
Jim is married to Commander Elizabeth Harbison, MD, EM, Medical Corps, USN (Retired), who is an emergency medicine physician at Nashville General Hospital. They have three great children: Laura, Gregory and Kathleen.
