Metropolitan Council Meeting, November 20, 2018

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by the Most Reverend J. Mark Spalding, Bishop of The Roman Catholic Diocese of Nashville.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Roll Call

Approval of Minutes

The minutes of the regular meeting on November 6, 2018 were approved.

Council Member Rhoten announced that a financial report will be provided by the Special Budget Committee on December 18, 2018.

Elections and Confirmations

Board of Zoning Appeals

Appointment of Mr. J. Ross Pepper for a term expiring on February 26, 2019.
Mr. Pepper will fill the unexpired term of Mr. Richard King.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Airport Authority

Appointment of Mr. Jimmy Granbery for a term expiring April 5, 2021.
Mr. Granbery will fill the unexpired term of Mr. Dierks Bentley.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Blue Ribbon Commission

The President announced five (5) appointments to the Blue Ribbon Commission: Vice Mayor Jim Shulman; Council Member John Cooper; Council Member Tanaka Vercher; Ms. Tracy Kane; and Mr. Patrick Green.

Community Oversight Board

Notice was given by the President of eleven (11) vacancies on the newly established Community Oversight Board. Nominations may be filed with the Metropolitan Clerk's Office until December 18, 2018, and an election will be held to fill nine (9) of the vacancies on January 15, 2019.

Resolution RS2018-1485

A resolution approving Amendment One to a grant from the State of Tennessee, Department of Finance and Administration, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Family Safety, for a Family Justice Center Navigator position.

The resolution was approved by the Budget and Finance Committee and the Public Safety, Beer, and Regulated Beverages Committee.

Resolution RS2018-1487

A resolution approving an Agreement to Detail for the Public Health Associate Program (PHAP) between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and the Centers for Disease Control and Prevention (CDC) to provide an Associate to assist public health agencies in developing, implementing, and evaluating public health programs.

Resolutions

Resolution RS2018-1486

A resolution approving an agreement between the United States Department of Justice, Drug Enforcement Administration (“DEA”), and the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, governing the participation of DEA Nashville District Office Task Force Participants in the United States Department of Justice Equitable Sharing Program.

The resolution was approved by the Budget and Finance Committee and the Public Safety, Beer, and Regulated Beverages Committee. Council Member Vercher moved to adopt the resolution, which motion was properly seconded. After discussion, Council Member Swope called for the previous question, which motion was seconded and approved by a voice vote of the Council. Bill BL2018-1334

An ordinance amending Title 5 of the Metropolitan Code to impose the full privilege tax allowed under state law upon the sale of tickets to events at the new Major League Soccer stadium to eliminate General Fund subsidy for debt service and to better support future maintenance.

The bill was recommended for indefinite deferral at the request of the sponsor by the Budget and Finance Committee, the Codes, Fair, and Farmers Market Committee, and the Convention, Tourism, and Public Entertainment Facilities Committee.
