Metropolitan Council Meeting, December 18, 2018

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Council Member Jason Potts.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Approval of Minutes

The minutes of the regular meeting on December 4, 2018 were approved.

Elections and Confirmations

Metropolitan Development & Housing Agency

Appointment of Mr. Aole Ansari for a term expiring on November 5, 2023.
Appointment of Ms. Kay Bowers for a term expiring on November 5, 2020.
Ms. Bowers will fill the unexpired term of Mr. Jimmy Granbery.

The Rules, Confirmations, and Public Elections Committee recommended the appointments. Council Member Lee moved for confirmation, which motion was seconded and adopted by a voice vote of the Council, with Council Member Mendes abstaining on the confirmation of Ms. Bowers.

Transportation Licensing Commission

Appointment of Ms. Sue Palmer for a term expiring October 10, 2020.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Bills on Public Hearing

Bill BL2018-1398

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from MUI-A to SP zoning on property located at 2004 and 2012 West End Avenue, approximately 170 feet southwest of 20th Avenue North (0.83 acres), to permit 360 multi-family residential units, 6,500 square feet of retail or restaurant space, short term rental property (STRP), owner occupied, and short term rental property (STRP), non-owner occupied, all of which is described herein (Proposal No. 2018SP-070-001).

The bill was approved with conditions, disapproved without all conditions by the Planning Commission. Council Member Weiner moved to suspend the rules to hold a public hearing. Without objection, Council Member Weiner requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to the bill. The President declared the public hearing closed. Council Member Weiner moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

Resolution RS2018-1518

Resolution RS2018-1521

A resolution to appropriate grant funds from the State of Tennessee, Department of Human Services, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Action Commission, for a community services block grant to provide unique services and strategies to address the causes and conditions of poverty that meet the needs of individuals, families, and the communities they serve.

A resolution approving a subrecipient grant agreement by and between the Metropolitan Development and Housing Agency (MDHA) and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Social Services Homeless Impact Division, to cover the cost of Youth Homelessness Demonstration Program (YHDP) eligible planning activities.

Resolutions

Resolution RS2018-1455

An initial resolution determining to issue general obligation bonds of the Metropolitan Government of Nashville and Davidson County in an aggregate principal amount of not to exceed twenty-five million dollars ($25,000,000).

The resolution was disapproved by the Budget and Finance Committee. Council Member Hall offered Amendment No. 1 and moved for its adoption, which motion was seconded and approved by a voice vote of the Council.

Council Member Hall moved to adopt the resolution as amended, which motion was properly seconded. After discussion, Council Member VanReece called for the previous question, which motion was seconded and approved by a voice vote of the Council. Resolution RS2018-1508

A resolution encouraging Nashville Electric Service (NES) to transition its Round-Up Donation program from a customer-select to a customer-remove policy in order to provide additional funding for NES’s Home Energy Uplift program, and further requesting NES and the Tennessee Valley Authority to match funds resulting from the program.

The resolution was approved by the Public Works Committee. Council Member Haywood moved to defer the resolution, which motion was seconded and approved by a voice vote of the Council, with Council Member Elrod abstaining.
