Metro Council Meeting, April 3, 2018

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Pastor Becky Yates of Dodson Chapel United Methodist Church.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Approval of Minutes

Action Commission

Appointment of Ms. Leslie Buggs for a term expiring March 6, 2019.
Ms. Buggs will fill the unexpired term of Ms. Lisa Wiltshire.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Community Corrections Advisory Board

Reappointment of Mr. Eric Evans for a term expiring January 18, 2020.

The confirmation was deferred at the request of the nominee.

Convention Center Authority

Reappointment of Mr. David McMurry for a term expiring January 21, 2022.

The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Council Member Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Electric Power Board

Appointment of Mr. Clint Gray for a term expiring July 1, 2019.
Mr. Gray will fill the unexpired term of Mr. Sam Howard.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Haywood moved for confirmation, which motion was seconded and adopted by a voice vote of the Council with Council Member Elrod abstaining.

Gas/Mechanical Examiners Appeals Board

Reappointment of Mr. Michael Porter for a term expiring January 20, 2022.

The confirmation was deferred at the request of the nominee.

Nashville Education Community & Arts Television (NECAT)

Reappointment of Ms. Caren Gabriel for a term expiring February 5, 2021.

The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Council Member Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Sports Authority

Reappointment of Mr. Emmett Wynn for a term expiring February 17, 2024.

The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Council Member Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Bill BL2017-1029

An ordinance amending Metropolitan Code of Laws Section 17.20.120 to require contributions paid in lieu of the construction of sidewalks to stay within council districts (Proposal No. 2017Z-029TX-001).

The bill was referred to the Planning Commission. Council Member Glover moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

Bill BL2017-1030

An ordinance amending Metropolitan Code of Laws Chapter 2.48 to require an annual study to be conducted by the Department of Public Works to determine the cost of sidewalks within Davidson County and further amending Metropolitan Code of Laws Section 17.20.120 to preclude in lieu payments absent such study (Proposal No. 2017Z-030TX-001).

The bill was referred to the Planning Commission. Council Member Glover moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

Bill BL2018-1109

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to R6 zoning on property located at 525 Weakley Avenue, southwest of the terminus of Fern Avenue, all of which is described herein (Proposal No. 2017Z-092PR-001).

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying an Urban Design Overlay District on various properties located along Highway 100, between Natchez Trace Parkway and the Harpeth River, zoned AR2a, CL, CN, CS, RM6, RM9, RS15, RS20, RS40, SP and partially located within Planned Unit Development Overlay Districts (438.37 acres), all of which is described herein (Proposal No. 2018UD-001-001).
