Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Council Member Blalock.

Please find attached the State of Tennessee reporting form required to be submitted to the local legislative body following a sale of bonds. This report is for the sale of $715,955,000 General Obligation Bonds, Series 2018 authorized by the Metropolitan Council by Resolution No. RS2018-1391. The bonds closed on October 25, 2018.

The bonds sold by competitive bid on October 16. The wining underwriter was Bank of America Merrill Lynch and the interest cost is 3.496513%.

As always, we appreciate the Metropolitan Council’s support on these important financing initiatives.

Without objection, the following resolution was considered at this time.

Resolution RS2018-1482

A resolution honoring the memory of those killed in the attack on the Tree of Life Congregation Synagogue in Pittsburgh, Pennsylvania, sending support from the Nashville Community, and calling for an end to hate-filled rhetoric, racism, and bigotry.

The resolution was approved by the Rules, Confirmations, and Public Elections Committee. Appointment of Ms. Tina Corkum for a term expiring October 18, 2020.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Community Education Commission

Reappointment of Ms. Karla Coleman Garcia for a term expiring October 6, 2021.
Appointment of Mr. Aaron McGee for a term expiring October 6, 2021.

The Rules, Confirmations, and Public Elections Committee recommended the appointment and reappointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, pertaining to parking requirements for certain types of uses (Proposal No. 2018Z-005TX-001).

The bill was referred to the Planning Commission. Council Member Withers offered Amendment No. 1 and moved for its adoption, which motion was seconded and approved by a voice vote of the Council. Council Member Withers moved to defer the bill as amended to the December 4, 2018 public hearing, which motion was seconded and approved by a voice vote of the Council.
