Metropolitan Council Meeting, March 19, 2019

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Rabbi Laurie Rice of Congregation Micah.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Roll Call

Approval of Minutes

The minutes of the regular meeting on March 5, 2019 were approved.

Elections and Confirmations

Community Education Commission

Nomination of Ms. Jane-Coleman Cottone to fill an unexpired term ending on August 2, 2019.

The Rules, Confirmations, and Public Elections Committee recommended the nomination. Council Member Murphy moved for election by acclamation, which motion was seconded and adopted by a unanimous vote of the Council.

Work Release Commission

Reappointment of Ms. Loren B. Gaiters for a term expiring on January 1, 2023.

The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Council Member Murphy moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Proposed Rule Change

Proposed amendment to Rule 28 to the Rules of Procedure of the Metropolitan Council.

The Rules, Confirmations, and Public Elections Committee recommended an amendment to the proposed rule change, and recommended the rule change as amended. Council Member Allen moved to suspend the Rules of Procedure to introduce a late amendment. Without objection, Council Member Allen moved the amendment, which motion was seconded and adopted by a voice vote of the Council. Council Member Rhoten moved to approve the proposed rule change as amended, which motion was seconded and approved by a voice vote of the Council.

Public Comment Period

Members of the public who registered in advance spoke upon matters of interest, and documents were submitted for the record.

Consent Agenda Resolutions

Resolution RS2019-1631

A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of USAA General Indemnity Co., as subrogee of Richard Nelson, against the Metropolitan Government of Nashville and Davidson County in the amount of $10,000.00, and that said amount be paid out of the Self-Insured Liability Fund.

A resolution providing amendments to the Charter of the Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01 thereof, and setting forth a brief description of each amendment to be placed upon the ballot.
