Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Pastor Jonathan Hager from Flatrock Community Church.

A resolution exempting Los Chilaquiles located at 559 Stewarts Ferry Pike from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E of the Metropolitan Code.

Bill BL2018-1148

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR, IWD, OR20, and RS5 to SP zoning for various properties located on Baptist World Center Drive, Booker Avenue, Congo Street, Cross Street, Kassia Street, Liberia Street, Lock Road, Seminary Street and Whites Creek Pike (36.43 acres), to permit a mixed use development all of which is described herein (Proposal No. 2018SP-031-001).

After discussion, Council Member Lee moved to defer the bill, which motion was properly seconded. After further discussion, Council Member Swope called for the previous question, which motion was seconded and approved by a voice vote of the Council. The matter recurred on the motion to defer, which motion failed by a voice vote of the Council.

Council Member Glover renewed his motion to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

The bill was approved with conditions, disapproved without by the Planning Commission. Council Member Glover requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and opposition to the bill. The President declared the public hearing closed.
