Metropolitan Council Meeting, January 15, 2019

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Council Member Fabian Bedne.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Approval of Minutes

The minutes of the regular meeting on January 3, 2019 were approved.

Proposed Rule Change

Proposed amendment to Rule 28 to the Rules of Procedure of the Metropolitan Council.

The Rules, Confirmations, and Public Elections Committee recommended deferral of the amendment. Council Member Lee moved to defer the proposed amendment, which motion was seconded and approved by a voice vote of the Council.

Elections and Confirmations

Community Oversight Board (Mayor’s Nominees)

Appointment of Mr. Robert E. Cooper, Jr. for a term expiring on January 31, 2020.
Appointment of Mrs. Phyllis Hildreth for a term expiring on January 31, 2020.

The Rules, Confirmations, and Public Elections Committee recommended the appointments. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Solid Waste Region Board

Reappointment of Ms. Dinah Turner for a term expiring on December 15, 2024.

The confirmation was withdrawn at the request of the nominee.

Resolution RS2019-1545

A resolution authorizing the retroactive issuance of not to exceed three hundred ninety one million six hundred sixty-six thousand twenty dollars ($391,666,020) in interfund tax anticipation notes of The Metropolitan Government of Nashville and Davidson County, Tennessee.

The resolution was approved by the Budget and Finance Committee.

Resolution RS2019-1546

A resolution authorizing the Metropolitan Department of Law to compromise and settle the property damage claim of Advanced Plating, Inc. against the Metropolitan Government of Nashville and Davidson County in the amount of $71,375.27, and that said amount be paid out of the Self-Insured Liability Fund.

Resolutions

Substitute Resolution RS2018-1507

A resolution requesting that the Metropolitan Government of Nashville and Davidson County refrain from providing economic incentives to Amazon or to any other entity unless and until employees of the Metropolitan Government receive cost of living adjustments.

The resolution was referred to the Budget and Finance Committee and approved by the Budget and Finance Committee. Council Member Pridemore moved to defer the resolution to the March 5, 2019 meeting with a re-referral to the Budget and Finance Committee, which motion was seconded and approved by a voice vote of the Council.

Bill BL2018-1363

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS10 to SP zoning on properties located at 940, 944 Currey Road and Currey Road (unnumbered), approximately 530 feet northwest of Vinson Drive (5.15 acres), to permit 24 multi-family residential units, all of which is described herein (Proposal No. 2018SP-021-001).

The bill was approved with conditions, disapproved without all conditions by the Planning Commission and recommended for deferral by the Planning, Zoning, and Historical Committee. Council Member Huezo moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

Bill BL2018-1404

An ordinance amending Section 6.80.550 and Section 12.08.150 of the Metropolitan Code of Laws to remove certain storage and impound fees for recovered stolen vehicles.

An ordinance amending Section 15.64.170(B) to clarify that all construction within the floodway must be consistent with requirements of the Stormwater Management Manual.
