Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Vice Mayor Shulman.

Resolutions

Resolution RS2019-1617 (as amended)

A resolution providing amendments to the Charter of the Metropolitan Government of Nashville and Davidson County, Tennessee, in accordance with Article 19, Section 19.01 thereof, and setting forth a brief description of each amendment to be placed upon the ballot.

Council Member Cooper moved to postpone consideration of this resolution to the heel of the agenda, which motion was seconded and approved by a voice vote of the Council.

Resolution RS2019-1667

A resolution encouraging the Metropolitan Nashville Police Department and the Nashville Fire Department to recruit new officers and employees from local schools and institutions.

The resolution was approved by the Education Committee and approved with a substitute by the Public Safety, Beer, and Regulated Beverages Committee. Council Member Hurt offered a substitute resolution and moved that it be accepted for filing, which motion was properly seconded. After discussion, Council Member Elrod called for the previous question, which motion was seconded and approved by a voice vote of the Council. The matter recurred on the motion to adopt the substitute, which motion was approved by a voice vote of the Council.

Substitute Resolution RS2019-1667

A resolution encouraging the Metropolitan Nashville Police Department and the Nashville Fire Department to recruit new officers and employees from local schools and institutions and to further incentivize new recruits to commit to residing in Envision Cayce for a minimum of five years.

Council Member Hurt moved to adopt the resolution, which motion was properly seconded. After discussion, Council Member Elrod called for the previous question, which motion was seconded and approved by a voice vote of the Council. Resolution RS2019-1685

A resolution authorizing The Industrial Development Board of The Metropolitan Government of Nashville and Davidson County to negotiate and accept payments in lieu of ad valorem taxes with respect to OliverMcMillan Spectrum Emery, LLC.

The resolution was deferred by the Budget and Finance Committee. Council Member Vercher moved to defer the resolution, which motion was seconded and approved by a voice vote of the Council.

Resolution RS2019-1687

A resolution approving the addition of a certain hotel property as a Qualified Public Use Facility within the MCC Tourism Development Zone, further approving a Master Plan Supplement and Minority-Owned Business Participation Plan, and authorizing creation of the Supplement and the filing thereof with the State of Tennessee for approval.

The resolution was approved and deferred at the request of the sponsor by the Convention, Tourism, and Public Entertainment Facilities Committee and deferred by rule by the Budget and Finance Committee. Council Member O'Connell withdrew the resolution.
