Special Metropolitan Council Meeting, August 27, 2018

Call to Order and Invocation

The Metropolitan Council met in special session on this date at 6:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Bishop Jerry L. Maynard, Sr. of the Cathedral of Praise Church of God in Christ.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Roll Call

The roll was called and the following members were present during the progress of the meeting: Weiner, Cooper, Mendes, Shulman, Hall, Hastings, Haywood, Swope, Scott Davis, Withers, Anthony Davis, VanReece, Pridemore, Pardue, Hagar, Glover, Rhoten, Syracuse, Freeman, Sledge, Allen, O'Connell, Roberts, Kindall, Mina Johnson, Murphy, Pulley, Elrod, Vercher, Karen Johnson, Bedne, Dowell, Lee, Henderson and Rosenberg (35); Absent: Gilmore, Hurt, Huezo, Blalock and Potts (5).

Approval of Minutes

The minutes of the regular meeting on August 21, 2018 were approved.

Bills on Public Hearing

Bill BL2018-1290

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County by changing from IWD to SP zoning on a portion of property located at 300 Rains Avenue, east of the terminus of Benton Avenue (10.0 acres), to permit a mixed-use development, (10.0 acres), all of which is described herein (Proposal No. 2018SP-047-001).

The bill was approved with conditions, disapproved without by the Planning Commission. Council Member Sledge requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to the bill. Documents were submitted for the record. The President declared the public hearing closed. Council Member Sledge offered a substitute ordinance and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council.

Substitute Bill BL2018-1290

Council Member Sledge moved to pass the bill on second reading, which motion was properly seconded. After discussion, Council Member O'Connell called for the previous question, which motion was seconded and approved by a show of hands vote. The matter recurred on the motion to pass the bill, which was approved by the following roll call vote: Yes (20): Shulman, Hastings, Haywood, Scott Davis, Withers, Anthony Davis, VanReece, Pridemore, Rhoten, Syracuse, Sledge, Allen, O'Connell, Roberts, Kindall, Murphy, Pulley, Elrod, Karen Johnson, and Bedne; No (9): Cooper, Hall, Pardue, Hagar, Glover, Freeman, Vercher, Dowell, and Henderson; Abstain (4): Mendes, Swope, Mina Johnson, and Lee.
