Call to Order and Invocation

The Metropolitan Council met in an adjourned session on this date at 6:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Council Member Russ Pulley.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Bill on Second Reading

Bill BL2018-1206

An ordinance to provide for the designation of public property within specified areas of downtown Nashville as a temporary “Special Event Zone” during the time period beginning at nine o’clock (9:00) p.m. on July 3, 2018, and ending at 6 o’clock (6:00) a.m. on July 5, 2018, relative to the use of these areas in conjunction with the 2018 July 4th Celebration and related activities and events.

The bill was approved by the Convention, Tourism, and Public Entertainment Facilities Committee. Council Member VanReece moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

Bill BL2018-1196 (as amended)

An ordinance adopting the 2018-2019 through 2023-2024 Capital Improvements Budget for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget of The Metropolitan Government of Nashville and Davidson County for Fiscal Year 2018-2019.

The bill was approved by the Planning Commission and approved with amendments by the Budget and Finance Committee and the Planning, Zoning, and Historical Committee. Council Member Mendes offered Amendment A and moved for its adoption, which motion was seconded and failed by a roll call vote of the Council.

Proposed Amendment B was withdrawn from consideration.

Council Member Henderson offered Amendment C and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.

Council Member Mendes moved to amend Proposed Amendment D, which motion was seconded and approved by a roll call vote of the Council.

Council Member Mendes offered Amendment D as amended and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.

Council Member Karen Johnson moved to amend Proposed Amendment E, which motion was seconded and approved by a roll call vote of the Council.

Council Member Hagar offered Amendment F and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.

Council Member Haywood offered Amendment G and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council. After discussion, it was determined that a suspension of the rules was needed in order to consider the late filed amendments. Council Member Shulman moved to suspend the rules without objection. Council Member Haywood moved to rescind the previous vote on Amendment G, which motion was seconded and approved by a roll call vote of the Council.

Council Member Haywood offered Amendment G and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.

Council Member Dowell offered Amendment H and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.

Council Member Bedne offered Amendment I and moved for its adoption, which motion was seconded and approved by a roll call vote of the Council.
