Metropolitan Council Meeting, March 5, 2019

Call to Order and Invocation

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Jair Willis of The Willis Clan, followed by a musical performance.

Pledge of Allegiance

​The Metropolitan Council gave the pledge of allegiance to the American Flag.

Roll Call

Approval of Minutes

The minutes of the regular meeting on February 19, 2019 were approved.

Committee Reports on Matters Other Than Legislation

Council Member Haywood reported that after the School Safety Committee met with members of the Metro School Board and members from the Metro Nashville Police Department, it was determined that the School Resource Officers would stay in place through the end of the school year and that outreach programs are being planned for the students at these alternative schools.

Elections and Confirmations

Arts Commission

Reappointment of Mr. Clay Haynes for a term expiring on January 1, 2023.

The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Board of Health

Appointment of Mr. David Frederick for a term expiring on July 9, 2023.
Mr. Frederick will fill the unexpired term of Mr. Sam Felker.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Sports Authority

Appointment of Mr. Dan Hogan for a term expiring on December 19, 2023.
Mr. Hogan will fill the unexpired term Ms. Leslie Fram.

The Rules, Confirmations, and Public Elections Committee recommended the appointment. Council Member Lee moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Bill BL2018-1357

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling a Planned Unit Development Overlay District on property located at 3419 Murphy Road, approximately 100 feet west of West End Avenue (1.47 acres), all of which is described herein (Proposal No. 2001P-005-001).

The bill was approved by the Planning Commission. Council Member Kindall moved to defer the bill to the April 2, 2019 public hearing, which motion was seconded and approved by a voice vote of the Council.

Substitute Bill BL2018-1358

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from ORI-A to SP zoning on property located at 3419 Murphy Road, approximately 100 feet west of West End Avenue, within a Planned Unit Development Overlay District (1.47 acres), to permit a mixed-use development, all of which is described herein (Proposal No. 2018SP-049-001).

The bill was approved with conditions, disapproved without all conditions by the Planning Commission. Council Member Kindall moved to defer the bill to the April 2, 2019 public hearing, which motion was seconded and approved by a voice vote of the Council.

Bill BL2018-1372 (as amended)

An ordinance authorizing the Metropolitan Government of Nashville and Davidson County to purchase certain property from the State of Tennessee located at 88 Hermitage Avenue (Map/Parcel No. 09311024100) (Proposal No. 2018M-012PR-001).

The bill was approved by the Planning Commission, given no recommendation by the Education Committee, approved by the Budget and Finance Committee, and recommended for withdrawal by the Planning, Zoning, and Historical Committee. Council Member O'Connell moved to withdraw the bill, which motion was seconded and approved by a voice vote of the Council.

A resolution amending the pay plan for the general employees of the Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, approved pursuant to Resolution RS2018-1247, by adding the positions of Community Oversight Board Executive Director, Community Oversight Board Assistant Director, and Community Oversight Board Legal Advisor.

Resolution RS2019-1622

Resolutions

Substitute Resolution RS2018-1507 (as amended)

A resolution requesting that the Metropolitan Government of Nashville and Davidson County refrain from providing economic incentives to Amazon or to any other entity unless and until employees of the Metropolitan Government receive cost of living adjustments.

The resolution was approved with an amendment by the Budget and Finance Committee. Council Member Pridemore offered Amendment No. 1 and moved for its adoption, which motion was seconded and approved by a voice vote of the Council.
