Bill BL2019-74

An ordinance amending Chapter 2.144 of the Metropolitan Code of Laws to require the Metropolitan Social Services Commission to submit an annual plan to Council regarding the Metropolitan Government’s cold weather response plan for Nashville’s homeless population.

WHEREAS, the Metropolitan Government of Nashville and Davidson County has provided an overflow shelter for the homeless population in Nashville in the past when temperatures fall below freezing; and

WHEREAS, it is important that the Metropolitan Government continue to provide an overflow shelter in the future during cold weather, with the goal that no vulnerable member of the homeless population should be left without a warm, safe place to go; and

WHEREAS, the Metropolitan Social Services Commission should conduct an annual needs assessment, followed by analysis and recommendations for Metro’s response and a determination of whether current funding is sufficient to meet the projected needs. This should be formulated into an annual plan submitted to the Metropolitan Council to review.

NOW, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That Chapter 2.144 of the Metropolitan Code is hereby amended by adding the following language as a new section 2.144.050:

2.144.050 – Cold Weather Response Annual Plan

The Metropolitan Social Services Commission shall adopt an annual plan detailing the provision of an overflow shelter for the homeless population in Nashville during cold weather. This annual plan shall include an assessment of the projected needs in Nashville for the upcoming year, as well as analysis and recommendations for Metro’s response and whether current funding will meet the projected needs. The annual plan shall be submitted to Council by May 31 of each year.

Section 2. The Metropolitan Clerk is directed to send a copy of this Ordinance to the Director of the Metropolitan Social Services Commission.

Section 3. This Ordinance shall take effect from and after its enactment, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
