An ordinance to amend Chapter 2.04 of the Metropolitan Code of Laws to require a public hearing after the introduction of a substitute operating budget which proposes an increased property tax levy.
WHEREAS, it is important for a representative democracy to be accountable and transparent; and
WHEREAS, before raising the property taxes, Nashville residents should have an opportunity to address the members of Council with their opinions on the proposed property tax increase; and
WHEREAS, a public hearing should be held at Council before a substituted operating budget containing a property tax increase is adopted.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That Chapter 2.04 of the Metropolitan Code of Laws is hereby amended by adding a new Section 2.04.070, Operating Budget Procedure, as follows:
2.04.070 – Operating Budget Procedure
Before approval of a substitute operating budget which proposes an increase in the property tax levy, there shall be a public hearing held at council on the substitute and proposed property tax increase.
Section 2. That this ordinance shall take effect from and after its final passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
