An Ordinance providing the honorary street name designation of “Perry Wallace Way” for a portion of 25th Avenue South.

WHEREAS, in 1966, Perry Wallace enrolled at Vanderbilt University. Growing up in North Nashville, he was the valedictorian at Pearl High School, led the undefeated basketball team to a state championship, and was named a high school All-American athlete; and

WHEREAS, on December 2, 1967, Wallace made history as the first African American varsity basketball player in the Southeastern Conference (SEC). During this time, Wallace endured racist taunts, hurled soda bottles, and worse when he took the court away from Vanderbilt’s Memorial Gymnasium. The NCAA even banned his signature move, the slam dunk; and

WHEREAS, Wallace had an exemplary athletic and academic career at Vanderbilt, becoming the captain of the basketball team, a member of the All-SEC second team, and an SEC Sportsman Award recipient. He graduated with a Bachelor of Engineering in 1970; and

WHEREAS, Wallace went on to receive his law degree from Columbia University, serving as an attorney for the United States Department of Justice, working for the National Urban League, and eventually becoming a professor of law at American University; and

WHEREAS, Wallace died on December 1, 2017, but his legacy as the Vanderbilt student-athlete who integrated the SEC will never be forgotten; and

WHEREAS, Chapter 13.08 of the Metropolitan Code of Laws provides for the designation of honorary street names and signs without amending the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, and without requiring residents and businesses to change their address.

NOW THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That 25th Avenue South between West End Avenue and Blakemore Avenue is hereby designated with the honorary street name of “Perry Wallace Way”.

Section 2. This honorary street designation shall not require businesses and residents located on 25th Avenue South to change their street address.

Section 3. The Department of Public Works is hereby authorized and directed, upon the enactment and approval of this Ordinance, to install the appropriate signage designating this section of roadway as “Perry Wallace Way” in accordance with § 13.08.025 of the Metropolitan Code.

Section 4. This Ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
