Resolution RS2020-361

A resolution repealing for a period of one year the payment of longevity pay for employees of The Metropolitan Government of Nashville and Davidson County, including Employees of the Metropolitan Board of Health, and the payment of longevity pay supplement for certain employees.

WHEREAS, pursuant to Resolution No. RS2017-720, monetary compensation, designated as Longevity Pay, is awarded to employees of the Metropolitan Government in recognition of continuous service; and,

WHEREAS, pursuant to Resolution No. RS2017-720, monetary compensation, designated as Longevity Pay Supplement, is provided to certain employees of the Metropolitan Government who in the old City Pension Plan had met the requirements of the Plan by making contributions to the Plan for the maximum number of years called for under the Plan; and,

WHEREAS, Section 4 of Resolution No. RS2017-720 provides that longevity pay “…shall not be paid in any year which this Resolution has been repealed prior to October 31 of that year;” and,

WHEREAS, longevity pay and longevity pay supplement for FY21 would cost $3,929,600 dollars; and,

WHEREAS, due to the COVID-19 pandemic and its financial effect on the state and local economy, the Metropolitan Government is experiencing a revenue shortfall which necessitates cost cutting measures for the next fiscal year; and,

WHEREAS, in light of the financial concerns of the COVID-19 pandemic and revenue shortfalls, the Director of Finance has recommended to the Mayor the repeal of the payment of longevity pay and longevity pay supplement for the period of one year as provided in Section 4 of Resolution No. RS2017-720; and,

WHEREAS, the Mayor has approved the plan to suspend longevity pay and longevity pay supplement for the period of one year and recommends its adoption by the Metropolitan County Council.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: The payment of longevity pay and longevity pay supplement for employees of the Metropolitan Government of Nashville and Davidson County, including employees of the Metropolitan Board of Health, is repealed for fiscal year 2021. Longevity pay and longevity pay supplement will be reinstated and paid beginning fiscal year 2022.

Section 2: This resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
