Resolution RS2019-1871

A resolution urging the Metropolitan Clerk’s Office, the Metropolitan Council office, the Metropolitan Information Technology Services Department, the Department of Finance – Procurement Division, and the Mayor’s Office to expedite the solicitation and procurement of an upgrade or replacement for the current legislative voting management system.

WHEREAS, during its regular meetings, the Metropolitan Council conducts its legislative business through a legislative voting management system (LVMS) which activates and reflects roll call votes, records vote counts, designates recognized speakers and activates microphones; and

WHEREAS, since its initial deployment in 2015, the current LVMS system has proven less than user-friendly, often functioning erratically during Council meetings, appearing difficult to operate, and even shutting down during Council meetings -- bringing proceedings to a halt -- on more than one occasion; and

WHEREAS, the dysfunction of the LVMS system during Metropolitan Council meetings has been the subject of increasing derision by members of the viewing public whose reactions range from mockery and disdain to even disgust at the seeming ineptitude of the Council during system breakdowns; and

WHEREAS, said dysfunction of the LVMS system leaves Nashvillians unsure of how their duly elected officials have voted on issues of interest to the public, due to lack of access to roll-call votes, lack of clarity in communicating motions made by Councilmembers, and votes that occur in early morning hours when members of the public and the press may not be reasonably expected to be in attendance or viewing meetings via the Metro Nashville Network; and

WHEREAS, said dysfunction of the LVMS system undermines Nashvillians’ deserved expectations of a transparent legislative process and an accountable Metropolitan Council; and

WHEREAS, the vendor contract for the current LVMS system expires in February, 2020. In anticipation, the Metropolitan Clerk’s Office, the Metropolitan Council office and the Metropolitan Information Technology Services Department, previously initiated replacement or upgrade protocols, and those efforts remain underway; and

WHEREAS, in order to ensure the expedient replacement or upgrade of the LVMS system, it is fitting and appropriate that the Metropolitan Council urge the Metropolitan Clerk’s Office, the Metropolitan Council office, the Metropolitan Information Technology Services Department, the Department of Finance – Procurement Division, and the Mayor’s office to expedite the solicitation and procurement of an upgrade or replacement for the current legislative voting management system.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Council hereby goes on record as urging the Metropolitan Clerk’s Office, the Metropolitan Council office, the Metropolitan Information Technology Services Department, the Department of Finance – Procurement Division, and the Mayor’s office to continue their efforts to solicit and procure an upgrade or replacement for the Council’s current legislative voting management system as expeditiously as possible.

Section 2. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
