Resolution RS2018-1319
A resolution appropriating $551,051.45 in Community Development Block Grant funds for sidewalk improvements in North Nashville.
WHEREAS, by Resolution No. RS2013-809, the Metropolitan Council approved the Substantial Amendment to the 2013-2018 Consolidated Plan for Housing and Community Development to create a place-based strategy to target Community Development Block Grant (“CDBG”) funds for infrastructure improvements in designated areas (“Tier II Priority Areas”); and
WHEREAS, the 2016-2017 and 2017-2018 Annual Updates to the Consolidated Plan (“Action Plans”) allocated a total of $551,051.45 in CDBG funds for infrastructure improvements in Tier II Priority Areas; and
WHEREAS, North Nashville was designated as a Tier II Priority Area, and the Metropolitan Development and Housing Agency (MDHA), the administrator of CDBG funds on behalf of Metro Nashville, collaborated with Metro Public Works to identify residential areas in North Nashville in need of sidewalks to complete pedestrian connections to a bus stop, school, etc.; and
WHEREAS, the area identified is on the north side of Formosa Street between 21st – 23rd Avenue North, and the project will include new storm infrastructure and sidewalks as none currently exist; and
WHEREAS, the project is ready to begin expenditure of CDBG funds, and RS2016-229 and RS2017-803 requires MDHA to obtain Metro Council approval by Resolution prior to expending CDBG funds for capital improvement projects.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Development and Housing Agency (“MDHA”) is authorized to expend up to $551,051.45 in CDBG funds for construction and related costs for sidewalk improvements along Formosa Street as follows:
2016 CDBG funds: Up to $255,000
2017 CDBG funds: Up to $296,051.45.
Section 2. Plans and specifications for sidewalk improvements will be on file at the Metropolitan Development and Housing Agency’s Construction Department.
Section 3. This resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
