Resolution RS2018-1430

A resolution requesting the Metropolitan Civil Service Commission consider amending the pay plan for Metropolitan Vice Mayor and Council Members adopted in RS2018-1247.

WHEREAS, the pay plan for Fiscal Year 2018, as set forth in Resolution No. RS2018-1247, was adopted by the Metropolitan Council on June 20, 2018; and

WHEREAS, this pay plan rescinded the promised cost-of-living increases anticipated in the prior fiscal year, but kept in place the pay increase for Metropolitan Vice Mayor and Council Members set to take effect at the beginning of the next Council term; and

WHEREAS, pursuant to Section 12.10 of the Metropolitan Charter, the Civil Service Commission is responsible for the creation and administration of all pay plans; and

WHEREAS, the Civil Service Commission must recommend to the Metropolitan Council any change in compensation for Members of the Council; and

WHEREAS, the Civil Service Commission did not recommend adjusting the planned pay increases for the offices of Vice Mayor and Council Member, as contemplated in the Fiscal Year 2017 pay plan, adopted pursuant to RS2017-717 and continued in Resolution No. RS2018-1247; and

WHEREAS, it is fitting and proper that the Vice Mayor and Members of Council should not receive any otherwise scheduled pay increases unless and until all civil service employees of the Metropolitan Government receive cost of living increases; and

WHEREAS, the Civil Service Commission should consider amending the pay plan adopted in Resolution No. RS2018-1247 in order to rescind the pay increases for the offices of Vice Mayor and Council Member.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as requesting the Metropolitan Civil Service Commission consider amending the pay plan for the Metropolitan Vice Mayor and Council Members adopted in Resolution No. RS2018-1247 in order to reduce the planned pay increases for these offices.

Section 2. The Metropolitan Clerk is hereby directed to send a copy of this Resolution to the Metropolitan Civil Service Commission.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
