Resolution RS2018-1285

A resolution recognizing Eugene F. “Gene” Nolan for his 45 years of outstanding service to the Metropolitan Government of Nashville and Davidson County.

WHEREAS, Eugene F. “Gene” Nolan is retiring in June 2018 after serving the Metropolitan Government in various roles under eight mayors for the past 45 years; and

WHEREAS, a native of Nashville, Gene Nolan began his service with the Metropolitan Government Finance Department in 1972 upon his graduation from University of Tennessee at Knoxville with a B.A. in Business Administration, and shortly thereafter he went on to receive his Masters in Public Administration from the University of Tennessee; and

WHEREAS, at the age of 23, Mr. Nolan was hired as a Budget Analyst on October 1, 1972 and has spent his entire professional career serving in the Metro Finance Department; and

WHEREAS, over the years, Mr. Nolan’s promotions included: Sr. Budget Analyst in 1974, Principal Budget Analyst in 1976, Assistant Budget Officer in 1977, Budget Officer in 1985, Assistant Director of Finance in 1989, Associate Finance Director in 1995; and now currently, Deputy Director; and

WHEREAS, on four separate occasions Mr. Nolan served as Acting/Interim Director of Finance for three different Mayors: for Mayor Bill Boner for 9 months (1988-1989), for Mayor Phil Bredesen for 22 months (1993-1995), Mayor Bredesen again in 1997, and for Mayor Karl Dean for 2 months in 2007; and

WHEREAS, Gene served as acting Purchasing Agent of the Metropolitan Government for a time under Mayor Bill Purcell and assumed the role of Director of the Public Property Division, in addition to his duties and responsibilities as Deputy Director of Finance, for Mayor Karl Dean; and

WHEREAS, Mr. Nolan has had the honor to serve every Mayor since Metro was formed: Mayor Beverly Briley, Mayor Richard Fulton, Mayor Bill Boner, Mayor Phil Bredesen, Mayor Bill Purcell, Mayor Karl Dean, Mayor Megan Barry, and Mayor David Briley; and

WHEREAS, Mr. Nolan has worked with nine Finance Directors during his tenure: Joe Torrence, Kenneth Schoen, Robert Horton, Charlie Cardwell, Charles Cook, Joe Huddleston, David Manning, Richard Riebeling, Talia Lomax-O’dneal; and

WHEREAS, in the role of “executive sponsor”, Gene led the Finance Department to its first enterprise-wide financial management software in 1998; and

WHEREAS, in recent years Deputy Director Nolan has served as the Finance Department’s expert on revenue estimates; and

WHEREAS, Mr. Nolan has served the Metro government and the citizens of Nashville and Davidson County with distinction, high ethical standards and expertise for nearly 46 years; and

WHEREAS, Gene Nolan’s service and accomplishments are evidence of his love for this city and its people, and epitomize the role of a public servant for other employees to model.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as recognizing Eugene F. “Gene” Nolan on the occasion of his retirement, and thanking him for his many faithful years of service to the Metropolitan Government.

Section 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to Eugene F. “Gene” Nolan.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
