A resolution approving an Interlocal Agreement between the Metropolitan Government of Nashville and Davidson County, Nashville Electric Service and the Williamson County Joint Communications Network Authority, for the interfacing of radio communications systems.
WHEREAS, the Metropolitan Government of Nashville and Davidson County (“Metro”) and the Electric Power Board of the Metropolitan Government of Nashville and Davidson County (“NES”) have constructed a fully integrated, digital/analog 800 MHz Radio Communication System used for public safety purposes to enhance dispatching services and improve response; and,
WHEREAS, the Radio Communications System is a critical component of emergency response teams by providing reliable communications for first responders including law enforcement, emergency management, fire, emergency medical, public health, correctional, transportation, and public works responders, as well as others supporting emergencies, events and disaster response across the State; and,
WHEREAS, in addition to use by Metro departments and agencies, the Radio Communication System is used as a primary tool by the Belle Meade and Berry Hill Police Departments; by the Cities of LaVergne, Mt. Juliet, and Goodlettsville; and by Vanderbilt University Lifeflight and Police; and,
WHEREAS, the tragedy of 9/11 demonstrated that efficient and effective communication in time of crisis is critically important, interoperable access has been established between the Radio Communications and the Federal FBI, ATF, U. S. Marshalls, the Secret Service, and U. S. Pardons & Parole; the State agencies THP, TEMA, TBI, TDOT, the TN State Arson & Bomb Squad, TN Pardons and Parole Board, TN Board of Health, Forest Rangers, and Governor’s Office of Homeland Security; All TN Homeland Security District 5 Counties; the Metro Nashville Airport Authority; Local Universities; and the Red Cross; and,
WHEREAS, Williamson County Joint Communications Network Authority (“Williamson”) is constructing a 12 site, multi-channel, 700/800 MHz Radio System, which is desires to interface directly with the Metro/NES system for system management and control; and,
WHEREAS, Metro desires to interface directly with Williamson’s system for system management and control; and,
WHEREAS, co-access to each other’s system would enhance Metro’s and Williamson’s ability to discharge their duties for public safety and would also benefit their efforts to provide public safety; and,
WHEREAS, approval of the Interlocal Agreement authorizing the interfacing will benefit the citizens of Nashville and Davidson County.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1: That the Interlocal Agreement, attached hereto and incorporated herein, between the Metropolitan Government of Nashville and Davidson County, Nashville Electric Service and the Williamson County Joint Communications Network Authority, for the interfacing of radio communications systems, is hereby approved, and the Metropolitan Mayor is authorized to execute the same.
Section 2: Amendments to this legislation shall be passed by Resolution.
Section 3: That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
