Resolution RS2018-1386

A resolution requesting that the Metropolitan Sports Authority, Nashville Soccer Holdings Development LLC, and the Mayor designate Metropolitan Council District 1 as the location for any practice facility eventually constructed for use by the proposed Major League Soccer team players.

WHEREAS, on November 7, 2017, the Metropolitan Council adopted Resolution No. RS.2017-910, as substituted, conditionally approving the issuance of public facility revenue improvement bonds by the Sports Authority of the Metropolitan Government of Nashville and Davidson County (“Sports Authority”) for the construction of a new Major League Soccer stadium (“stadium”) at the Fairgrounds Nashville located at 300 Rains Avenue; and

WHEREAS, the Metropolitan Council currently has pending before it proposed legislation to approve demolition activities necessary for the construction of a new Major League Soccer Stadium and to impose a privilege tax on ticket sales at stadium events (BL2018-1289), as well as legislation determining to issue general obligation bonds in an aggregate principal amount of fifty million dollars ($50,000,000) for purposes of financing, in part, construction of a soccer stadium and related costs (RS2018-1328); and

WHEREAS, if the Metropolitan Council adopts legislation authorizing construction of a Major League Soccer Stadium, it is anticipated that a practice facility will eventually be required for soccer team players; and

WHEREAS, the area comprising Council District 1 of the Metropolitan Government of Nashville and Davidson County has historically been deprived of both public and private development interests and activities in comparison to other Council districts. According to the 2010 U.S. Census data and the 2009-2013 American Community Survey, the average Per Capita Income for Council District 1 residents is approximately sixteen percent (16%) below the Davidson County average, and the Mean Household Income is likewise below average for Davidson County; and

WHEREAS, to remedy these historic inequities, it is in the best interest of all citizens of Nashville and Davidson County that the Metropolitan Government take the action necessary to locate within Council District 1 any practice facility eventually constructed for use by the proposed Major League Soccer team players.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Council hereby goes on record as requesting that the Metropolitan Sports Authority, Nashville Soccer Holdings Development LLC, and the Mayor designate Council District 1 of the Metropolitan Government of Nashville and Davidson County as the location for any practice facility eventually constructed for use by the proposed Major League Soccer team players.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Metropolitan Sports Authority, to Nashville Soccer Holdings Development LLC, and to Mayor David Briley.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
