Resolution RS2020-432

A resolution in support of the Metropolitan Public Health Department Chief Medical Director’s Order mandating cloth face coverings or masks, and further urging all citizens, residents, and visitors to Nashville and Davidson County, Tennessee to adhere to the Order and observe proper facial covering when indicated.

WHEREAS, on June 28, 2020, Michael Caldwell, M.D., Chief Medical Director of the Metropolitan Public Health Department, issued Order No. 8, mandating the use of cloth face coverings or masks that cover an individual’s mouth and nose in certain instances, pursuant to the Declaration of Public Health Emergency adopted by the Board of Health for Nashville and Davidson County on March 15, 2020. This Order followed actions on June 26, 2020 by the Board of Health for Nashville and Davidson County unanimously approving a policy requiring the use of face coverings and masks; and

WHEREAS, the use of face coverings or masks has been identified by the Centers for Disease Control and Prevention as well as the U.S. Department of Health, among other medical health authorities, as singularly effective in combatting further spread of the COVID-19 virus; and

WHEREAS, despite the efficacy and necessity of face coverings and masks, the use of such has taken on unfortunate political overtones, unnecessarily pitting the medical recommendations of public health authorities against political and philosophical opinions; and

WHEREAS, in the interests of assuring the public and underscoring the medical necessity of wearing proper face coverings or masks, the Metropolitan Council desires to go on record as firmly endorsing and affirming the Metropolitan Public Health Department Chief Medical Director’s Order No. 8 mandating face coverings or masks in certain instances as an appropriate and necessary exercise of the Director’s powers and duties to administer and control public health in Nashville and Davidson County; and the Council further desires to urge all citizens, residents, and visitors to Nashville and Davidson County, Tennessee to adhere to the Order and observe proper facial covering when indicated.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan County Council hereby goes on record as supporting the Metropolitan Public Health Department Chief Medical Director’s Order No. 8 mandating face coverings or masks in certain instances; and the Council further urges all citizens, residents, and visitors to Nashville and Davidson County, Tennessee to closely adhere to the Order and observe proper facial covering when indicated.

Section 2. This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
