Speaking at a Public Hearing
Members of the public may address the entire Council body only at a scheduled public hearing. Public Hearings on zoning matters are held on the first Tuesday of each month at 6:30 p.m. Other public hearings for non-zoning matters may be held as part of regular Council meetings throughout the year.
Public Hearing Procedure
The Vice Mayor will open the public hearing for a particular legislative item and ask for a show of hands of those in favor and those opposed to the legislation. Citizens will have 3 minutes to speak, and must identify themselves by name and home address before addressing the Council. An individual may address the Council only once for each particular piece of legislation. Individuals are encouraged not to repeat what has been said by previous speakers.
Distribution of Written Material to the Council
If a member of the public would like to provide the Metropolitan Council members with written material regarding an issue, he/she must provide forty-one copies of the document to the Metropolitan Council Office not later than 4:30 p.m. on the day of the Council Meeting. The Council Office is located in Suite 204 on the second floor of the Historic Metropolitan Courthouse at the opposite end of the Council Chamber. The written material must be signed by the individual requesting distribution and have the name and address of the individual providing the material.
Notice of Zoning Amendment Proposals
Notice is hereby given that public hearings on the following proposed amendments to the Zoning Code or Official Zoning Map of The Metropolitan Government of Nashville and Davidson County will be held on Tuesday, August 2, 2016 at 6:30 pm in the Metropolitan Courthouse.
SUBSTITUTE BILL NO. BL2016-133 Amend various sections of Title 17 to incentivize Inclusionary Housing with any residential development that seeks additional development entitlements beyond that permitted by the current base zoning district.
BILL NO. BL2016-265 Amending Section 17.40.120 pertaining to the determination of inactivity of a planned unit development.
BILL NO. BL2016-293 Changing from CL, RS5, and SP-R to R6-A zoning for various properties along Berry Street, Cleveland Street, Grace Street, Hancock Street, Lischey Avenue, Meridian Street, North 2nd Street, Stockell Street, and Treutland Avenue (53.83 acres).
BILL NO. BL2016-304 Changing from R6 to SP zoning for property at 1016 33rd Avenue North, approximately 70 feet south of Alameda Street (0.29 acres), to permit four residential units within the existing structure.
BILL NO. BL2016-305 Changing from IR to MUL-A zoning for property at 615 26th Avenue North, at the southeast corner of Clifton Avenue and 26th Avenue North (0.75 acres).
BILL NO. BL2016-306 Changing from RS5 to MUL-A zoning for property at 2701, 2703, and 2705 Clifton Avenue, at the southwest corner of the intersection of Clifton Avenue and 27th Avenue North (0.67 acres).
BILL NO. BL2016-309 Amending Sections 6.28.030, 17.16.250, and Chapter 17.32 of the Metropolitan Code with regard to sign regulation.
BILL NO. BL2016-319 Changing from CN, RS5 and SP to SP zoning for properties at 1224, 1225, 1227, 1229, 1231 and 1300 Lischey Avenue, approximately 210 feet northeast of Richardson Avenue (1.97 acres), to permit all uses permitted by the MUL-A district except for alternative financial services uses.
BILL NO. BL2016-320 Changing from AR2a to MUL zoning for a portion of property at 5140 Hickory Hollow Parkway, approximately 3,225 feet west of Bell Road (2.19 acres).
BILL NO. BL2016-321 Changing from CS to MUL-A zoning for property at 2125 8th Avenue South, at the intersecton of Prentice Avenue and 8th Avenue South (0.21 acres).

BILL NO. BL2016-323 Changing from RS7.5 to SP zoning for property at 500 Veritas Street, at the northwest corner of Keystone Avenue and Veritas Street (0.26 acres), to permit two residential units.
BILL NO. BL2016-324 Changing from IWD to SP zoning for properties at 1267 and 1271 3rd Avenue South, at the southwest corner of Hart Street and 3rd Avenue South (0.95 acres), to permit a mixed-use development with a maximum of 82 residential units and a maximum 8,700 square feet of non-residential uses.
BILL NO. BL2016-325 Amending a portion of the Ridgeview Urban Design Overlay (UDO) District for property at Bell Road (unnumbered), approximately 500 feet east of Bell Road, zoned RM9 and MUL (approximately 63 acres), to permit a mixed use development with applicable design standards.
BILL NO. BL2016-326 Changing from CS to SP zoning for property at 5630 Franklin Pike Circle, 600 feet northeast of Old Hickory Boulevard (1.96 acres), to permit a hotel.
BILL NO. BL2016-327 Amending Section 17.08.030 and Section 17.16.090 pertaining to artesian distilleries.
