New Solid Waste Code Changes Effective November 1, 2010


New rules to streamline operations, encourage more recycling by reducing trash sent to landfills

NASHVILLE, Tenn. –Important updates to Metro Government’s solid waste code, designed to move the city toward a greener, more sustainable future, will take effect on November 1st, Metro Public Works announced today.

Already part of the Davidson County Solid Waste Region Board’s 10-year plan and among the recommendations of Mayor Karl Dean’s Green Ribbon Committee on Environmental Sustainability, the solid waste code revisions were first recommended by MPW last year and approved by the Metro Council in August. The immediate impact will be slight increases in fees assessed at Metro waste disposal facilities, while more sweeping changes affecting both residents and businesses will be implemented over a four-year period beginning in 2011.

The goal is to get more citizens to recycle and reduce the amount of waste being thrown away and sent to landfills at ever-increasing costs to the city and ultimately taxpayers, MPW Director Billy Lynch said.

Included in the new policy is a graduated reduction in the number of Metro-issued trash carts that will be collected by Public Works as an incentive for residents to recycle more. Beginning in July 2012, Urban Services District residents using more than two trash carts will be billed for the disposal cost of those additional carts. Then in 2014, residents will be billed for disposal cost of trash placed in more than one cart.

To further encourage recycling, certain types of recyclable waste will no longer be collected with regular household garbage, starting in July 2011 with brush and loose yard waste. In July 2013, corrugated cardboard will no longer be collected, and in July 2015, electronic waste will no longer be collected.

In the General Services District of Metro, private waste haulers will be required to offer recycling to their customers beginning in 2013.

Fees at Metro’s three Convenience Centers and the Bordeaux Mulch Facility, which have not increased in more than a decade, will go up slightly to help offset operational and disposal costs. Davidson County residents using any of the Convenience Centers will see a $1 to $2 increase over current rates. The penny-per-pound fee at the mulch facility will increase to 1.2 pennies per pound.
