Proprietary Security Organization (PSO)

A business or an organization may employ an off-duty Metro police officer in the capacity of a security guard if your business or organization is registered with the State of Tennessee - Department of Commerce and Insurance as a PSO. There is no cost to register. The business is required to show proof of liability insurance. It is possible that the registration process could take several weeks or a month. This process may be expedited if conducted in person. For more information regarding registration, call the Department of Commerce and Insurance at 741-6382.

When registered as a PSO, an organization can hire any officer(s) they choose, schedule officers as they please, and negotiate the rate of pay. The officer is paid directly by your organization. When using off duty Metro police officers in the capacity as a security guard, the organization is that person's employer and therefore, the organization is responsible for establishing and enforcing employee rules, scheduling employee hours, etc. (just as the company is with their other employees). This is the least expensive method by which to employ an off-duty police officer in the capacity of a security guard.
