ORDINANCE NO. BL2016-259
An ordinance to require that the Metropolitan Transit Authority, in conjunction with any other related entities, provide to the Metropolitan Council, no later than December 31, 2016, a comprehensive mass transit plan for Nashville and Davidson County.
WHEREAS, the city of Nashville has been discussing the development and the implementation of a mass transit plan to allow for easier mobility of our citizens and visitors, as well as to ease the serious congestion seen and experienced almost every day on Nashville’s streets and major corridors; and
WHEREAS, well-intentioned organizations and concerned citizens have been discussing such a plan for the past twenty years or more with not one significant physical development having been made during that same time; and
WHEREAS, every day that Nashville waits to begin implementing a plan means more traffic, a less livable community, and a more expensive price tag to ultimately address the problem; and
WHEREAS, it is time for Nashville to implement a plan that addresses the needs of the city and is accompanied by a realistic approach to funding such a plan as well as a timeline setting forth how and when such a plan would be implemented; and
WHEREAS, such a comprehensive plan would allow all citizens of Nashville & Davidson County to understand its components and to have a firsthand look at what comprehensive mass transit means for their city, for their neighborhoods, and for them personally.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan Transit Authority, in conjunction with any other related entities, is to provide to the Metropolitan Council, by no later than December 31, 2016, a comprehensive mass transit plan for the city of Nashville and Davidson County, including funding options to pay for such plan and a proposed timeline for implementation.
Section 2. This ordinance shall take effect upon its adoption, the public welfare requiring it.
