ORDINANCE NO. BL2017-612
An ordinance amending Title 2 of the Metropolitan Code pertaining to the submission and formatting of agendas and minutes by boards and commissions of The Metropolitan Government of Nashville and Davidson County.
WHEREAS, chapter 2.24 of the Metropolitan Code of Laws provides for the Internet website posting of a calendar listing the date, time, location and agenda of all meetings of boards and commissions of the metropolitan government; and
WHEREAS, chapter 2.68 of the Metropolitan Code of Laws requires each board and commission of the metropolitan government to develop a policy for providing adequate notice of all board or commission meeting dates, times, locations and agendas, and to include a procedure for submitting such information for posting on the website calendar as provided in Chapter 2.24 of the Code; and
WHEREAS, various boards and commissions do not regularly publish or post minutes detailing the substance of their meeting actions; while others neglect to post requisite agendas. And those that are posted lack uniformity or a consistent format; and
WHEREAS, in the interests of a fully informed citizenry and the transparency of proceedings, it is incumbent upon the Metropolitan Government to enable its boards and commissions to make meeting agendas and minutes available promptly in a searchable, electronic format upon the Internet website of each board and commission.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That Title 2 of the Metropolitan Code is hereby amended by deleting the reference to “department of information systems” in section 2.24.146 and replacing it with “department of information technology services”.
Section 2. That Title 2 of the Metropolitan Code is hereby further amended by deleting the reference to “department of information systems” in section 2.68.020 and replacing it with “department of information technology services”.
Section 3. That Title 2 of the Metropolitan Code is hereby further amended by deleting the reference to “Section 2.24.150” in subsection 2.68.020.A and replacing it with “Section 2.24.146”.
Section 4. That Title 2 of the Metropolitan Code is hereby further amended by adding a new subsection 2.68.020.B as follows and renumbering the remaining sections:
B. Each board or commission of the metropolitan government shall develop a policy, approved by the department of information technology services for providing minutes of proceedings in a consistent format as soon as practicable after meeting dates. Such policy shall include a procedure for submitting agendas and minutes in a searchable electronic format for posting onto the nashville.gov website of the submitting board or commission.
Section 5. That this Ordinance shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
